If you're unable to tag a user and confirmed that the username is correct then it's likely that they have either Profile visibility outside LinkedIn (usually this one) or Allow mentions turned off.
If either setting is turned off then unfortunately Ordinal is unable to search for them via the API and so we can't tag them.
The fix is to get them to double check these setting and make sure they're turned on.
